There seems to be a lot of movement around this seasons in terms of leagues and in terms of divisions.
First, the TCAL reshuffled with Hercules going to the Rock and Berean Christian dropping to the Stone. I think this is a good move with Hercules being dominant in the Stone and definitely able to compete with the Rock teams. Second in WAC, Tennyson has moved up to the Foothill and Hayward has dropped to the Shoreline. I don't like this one. Tennyson has build a strong program, but they'll get steamrolled in the Foothill. Fortunately for them the Foothill has fairly weak with San Leandro being less than many expected, Berkeley falling off a cliff and O'Dowd in full rebuilding mode.
Big news is that you have Encinal and Hercules dropping to D4 with the new 1100 student cutoff. It also looks like Encinal's headcount has dropped significantly from over 1300 to around 1000. Someone had mentioned (Bleachercoach?) that they had some extension program operating out of the school that shouldn't be included and I'm guessing that headcount has come out.
Bigger still is that with the 1549 headcount limit for D3, the following schools are down to D3: Las Lomas, Pinole Valley, Rancho Cotate, Ukiah. Ouch! Adding Las Lomas and Rancho into an already tough division will make D3 insane! I'm guessing this is a further reason that Miramonte will choose to stay at D2. I also think this would be a good year for a team like Cardinal Newman to stay down at D4.
D1 is down to 19 teams. I'm disappointed they didn't move the 2000 headcount down a little. With Clayton Valley Charter at 1991 they should clearly be in D1. College Park at 1989 should play D1 also. But the CVC thing sound suspicious to me. They come in just under the D1 limit, the limit isn't moved even though the number of schools in D1 is significantly less than other divisions, they get McKenzie...just doesn't add up! This in light of the recent practice scandal at CVC with the NCS first punishing and then backing-off their initial harsh punishment. It shows both that Murphy will flaunt the rules and that NCS will turn a blind eye to CVCs infractions. Frankly, it sounds like the NCS and CVC are colluding to make sure CVC wins section at D2(i.e. doesn't have to face De La Salle at D1) and gets a shot at a state title.
