D-5 has a 16 team bracket with only 18 teams in the entire division. John Swetts numbers are from 2014 so if they went over 500 for 2015 that would leave only 17 teams.
Does anybody think D-5 will go back to an 8 team bracket?
D-4 was 501-1000 then the next year they upped that to 501-1100. Does anybody know why they did that?

See Miramonte, PV and Eureka taking the premptive step to petition "up" to D2. Worked for Mira in 13' going to the weaker bracket instead of the gauntlet of D3.

The reason Division IV was expanded to 1,100 from 1,000 was to include more teams in the bracket.
So the simple solution to Division V having only 18 schools would be to move down the next two or three smallest Division IV schools. Then do the same moving the two or three smallest Division III schools down to Division IV. I think you would end up with 20/21 schools in Division V and 20/21 schools in Division IV.
